Revenue Board forms 'Consultative Groups' to evolve system replacing ACR

ISLAMABAD (January 23 2004): The Central Board of Revenue (CBR) has constituted high level 'Consultative Groups' in all major cities to evolve new performance criteria for the tax officials, replacing outdated Annual Confidential Report (ACR) system.

'Consultative Groups' comprising senior tax officials have been set-up in Karachi, Lahore and Islamabad, which will later be constituted in other cities also.

Sources told Business Recorder here on Thursday that the CBR has devised Terms of Reference of these 'Consultative Groups' for improving the existing performance under the reform process.

The group has been given assignment to review the existing performance evaluation system of the CBR and its field formation.

Sources said that the customisation of job description has already been completed with the active support of field formation and other members. Taking another step forward, the CBR has decided to link the accountabilities, which appear in each description with the new performance evaluation system.

The need for evolving a new performance standard for the employees of CBR became inevitable in the wake of ongoing reform initiatives. The present system owes its expediency not only to the reform objectives but also to the blemishes in the old ACR system.

Therefore, CBR has established 'Consultative Groups' to study the current ACR system and making appropriate suggestions for changes in the system.

In this connection, the CBR will convene a meeting to take the viewpoint of private sector on performance evaluation in the light of international practices.
