ISLAMABAD (August 26 2003) : Over 250 tax officials gathered in Islamabad here on Monday on the launching of Generic Job Descriptions of Central Board of Revenue (CBR) employees in a simple but impressive ceremony.
Chairman CBR Riaz Ahmed Malik chaired the function while Member Human Resource Management (HRM) Zafar Aziz Osmani gave a comprehensive presentation on the issue focusing on a major shift in CBR from revenue targets to taxpayers facilitation.
Riaz Ahmed Malik asked the tax officials to keep focus on their assignments keeping in view the taxpayer facilitation, which is an important part of tax reform agenda.
Osmani made presentation on the need and requirement of generic job description including the phenomena and the methodology for getting maximum benefit.
The Generic Job Descriptions of CBR contains the main purpose and key result areas of each job from BS 1-20, and includes the required knowledge, skills and qualities for each position along with its main responsibilities and the expected performance standards.
These Job Descriptions would link the future performance with the desired new work culture, aligning the organisation and each of its position with the vision, mission and values of CBR.
The Generic Job Descriptions bring the result focus on the following dimensions for each position: Revenue and service related objectives, taxpayers and internal customers related objectives and employee's related objectives.
Going further, these GJDs would serve as benchmark for the performance evaluation and for grant of special rewards and pay for performance.
The cardinal point in the development of these Job Descriptions is that they have been developed by 23 indigenous teams of 49 officers from Customs and Income Tax cadre.
These were further refined by a core team of Human Resource Management officers working at CBR Headquarters.
Development of these Generic Job Descriptions would prove to be the corner stone in professionalising the Human Resource of CBR and its field formations.
In his concluding speech, the Chairman CBR highlighted the performance and achievements of CBR during last two years while exhorting the officers to keep working with the same zeal in future.
