Name the country where a person can become a partner of an audit firm, even if he does not know how to sign let alone the professional qualification?

Will you trust an audit report if
a) its a textile company at fasialabad
b) with really bad and deteriorating financials
c) still a going concern
d) all expenses cut down save audit fee which increased 5 times
e) auditor is some unknown company at faisalabad

The country is U.A.E, where it is mandatory by statue, to have a national citizen as a partner in order to run a business.
