I unable to understand the word "progress billing to date"

Dear
Accumulated amount of bills (IPC) submitted by contractor and certified by consultant.
For instance
1st bill 10m
2nd bill 15m
3rd bill 15m
Total progress billing would be 40m.
and work completed by contractors not certified is unbilled revenue or due from customer.
