Rumi was a Sufi poet. The use of water and thirst might have been metaphoric. By seeking water He might have meant seeking Allah and by being thirsty he might have meant having a sincere desire to seek Him. A quest (to seek Him) without a sincere desire wouldn't be fruitful. Superior Love Allah ki taufeeq k baghair mumkin nahi aur jissay Allah taufeeq day ussay Pani ka Pyasay k pass jana hi kahain gay na. That's what I had concluded from this quote, rest Allah knows the best.
