You have become over excited albeit, you are right. This was his political step and it is not necessary that I should also back all of his political decisions. I respect Gen Zia Ul Haq Shaheed (Rehmatullah Allih) as a "Mujahid" not as a "Politician". Moreover, General Zia Ul Haq was in political crisis in 1979 due to the decision of "Death Sentence" given to Zulfiqar Ali Bhutto. At that time most of the Sindhis considered that decision as a conspiracy against Sindh by a so called "Panjabi Establishment" and the most dangerous thing was Hindu RAW which was funding "Sub-Nationalist" Sindhi elements like GM Syed's JSQM to disintegrate Pakistan.
So, general took that decision to "PURCHASE" the loyalties of an influential Sindhi politician (who is also known as king maker and famous for his numerous marriages) and who could control Sindhi mob.
By purchasing the loyalites of a Sindhi leader general achieved 3 objectives.
1) He had controlled Anti-Pakistan feelings that could provoke Sindhis against Pakistan. A possible threat to the foundation of Pakistan had been eleminated by an astute General. Hats off to him
2) He had fixed an influential leader as an alternate to (Bhutto and his romantic speeches).
3)Munshi had worth nothing to Pakistan as he was arrested and because of him other 12 gangsters were arrested, so this exchange of commutation of Munshi in return of Loyalities of an influential Sindhi leader was in fact a lucrative transaction for General, again Full Marks to an astute General.

Had I been in the position of General I would have made the same decision, the only extra thing which I had done is that after the situation of sindh eased down, I would have selected an sniper expert and assigned him a task to eliminate both Munshi and his "Sindhi Emancipator Politician".
