This is a difficult Question. Yet, i believe that it depends on the situation. In this regard, different people may have different opinions for this question. some people, who have never been betrayed by their friends, might have found Friends more loyal as compare to love(If their lovers have betrayed) and vice versa.
Well, in my opinion, boath options may prove loyal in their own context. By the way, Generally, A lover can be treated as a friend but a friend can not be treated as a lover[8D]
No body is a real LOYAL to any one else in the world except for the sacred relations we have like what Anam has discussed.
Intimacy, loyalty, closeness and relationship.....everything, in one way or other, is dependent upon some very personalized interest and eventually one supposes to derive something out of every relation (with few exceptions discussed above), every deal and every venture.
I can bet it. If we don't accept (although it's one's will) then it is merely a lesser insight of the matter.
