Sorry for delayed response. I think there is no harm in applying without work experience, except application and mailing charges etc. Strong recommendation letters from previous teachers and good GMAT score can help.
Any State can be better where your luck clicks. Hard to tell. Teaching assistanceship can be one source but usually comes after 1 or 2 semester results. Check for sources of financing available to int'l students, on university's or school's website. Usually, student should have 2 semester fee. Time was good before. Students were used to drop full semester, saving some money through full-time jobs, and then completing next semester. I heared that now-a-days restrictions are strong as schools are required to report inactive int'l students to security agencies. Wallah-o-allam.
