PIPFA is a joint effort by ICAP, ICMAP and Accountant General of Pakistan. It is now seen more of a certification for Government auditors, who earlier had no institute to govern or certify them. It is a second tier accounting degree (with ICAP, ICMAP being tier one in Pakistan). Having said that PIPFA is a government sponsored insititution and has permenance in its existence. PIPFA is also one of the three Pakistani accounting bodies that is a member of IFAC (International Fedration Of Accountants)
As far as I am aware, PIPFA does not have much recognition outside of Pakistan including Middle East / gulf. Perhaps because it is a new degree.
However, after being an APA (PIPFA Member) you will get certain exemptions in ICAP's Foundation exam, so you may want to consider this option all the same.
