You can have CFAs heading up as CEOs or COOs for a very specific and specialised sector of the financial industry. The kind of training a CFA is mandated to get to hold a charter does not necessarily make him the best candidate to take up pure management positions, but ofcourse, research, financial advice, investment advice and management.
