Salam,
Talking abt KSA,they have one the the best intelligence in the world & r intelligent enough not to let others know... [D]
They also face this extremist problem but they tackled it in a clever way,they convinced extremist that they wont harm them but give them jobs in exchange of their's arms...
They even have a policy of changing imam's mosque if they become famous in their town,so they simply shift the area or mosque for that particular imam as they dont want to take any chances...
So the basic system first of all need to be in placed & i think that requires strategic planning..
