Dear Taify Yes KU is the only university offering MEF, it is a degree not a certificate and You will become a Masters After completing it.
MEF has scope mainly in Banking Sector, although you can also get job in Industry as well.As for value, it has worth but much less than M.com and MBA.
You cannot do it as external candidate you have take classes as a regular student in Evening,but there is no problem of attendence.
