Well the obvious difference is the work experience requirement set by many of the best reputed foreign business schools. Approximately, they all require between 3-5 years of solid work experience for their normal MBA programmes and significantly more for their Executive MBA programmes.
Another difference is the cost and duration. MBA programmes, generally, in USA are 2 years long, whereas, in Europe they are usually 1 year. Cost for a good school in US is around $100k - $130k, whereas, in Europe around $75k or less (for 1 year).

Depends. Some schools in US/Europe would only take graduates with over 700 GMAT score. If you consider GMAT a measure of quality of graduate, then yeah may be graduates of foreign school are of good quality. This is something very debatable.
