Its just like when you do O/A Levels and upon your request HEC issues you an equivalence certificate that your abc grades in O/A levels are equivalent to xyz grades of Pakistani matric/inter.
After obtaining OBU degree you'll request HEC to issue you an equivalence certificate. If that certificate states that your 3 years OBU degree is equivalent to 4 years Pakistani graduation then any university in Pakistan will accept it since you'll be complying with their 16 years of education requirement and HEC will have attested your OBU degree.
