A TV channel which though in direct words it does not but indirectly it claims that its channel is the best and has played the biggest role in recent awakening of the civil society in judicial reference by airing live caravan shows. After the SC decision on it repeatedly a script is coming. The voice behind the script thanks General Pervaiz Musharraf for honouring his commitment that he and his government will accept whole heartedly the verdict. Then the voice questions why there are no internal reforms in judiciary, why this and why not. In the script some elite are also contacted who voice their comments. If minutely this script is seen and heard it would dawn that there appears to be some hidden hand which wanted slowly to lower the respect of judiciary from minds of common man and someone has paid for it similarly as Justice ® Tariq stated someone was financing the posters spread all over Lahore. However, in this script some of the comments, though very little, are thought provoking. One such comment was that why there are different types of courts namely terrorist court, speedy court, Shariah court, this court and that court. The commentator said why the same court could not decide civil or criminal matter. The answer to it is very simple that to appoint some dear ones new and new offices are opened but without any cogent reason. For example the Federal Ombudsman for two decades dealing with banking complaints sometime with much natural justice then why was there need for a separate banking ombudsman? Was this an admission that Federal ombudsman failed in handling banking complaints, which actually is not the case.
A new complaint cell has been established in the Prime Minister Office. Of course it must be on high cost and some dear ones got appointment. The point is there was a Presidentâs Complaint Cell then what was the need of this new one. In fact in the Prime Minister Office there already existed a complaint cell then what was the need of a new one? Did the old one proved failure? A hotline central On Line complaint cell was established at PTCL Headquarters. Not only it was established on huge expense by acquiring expensive modern equipment but also a lot was spent on its publicity on TV and print media. It has gone. Where has gone its costly equipment â no one perhaps know. The Punjab Government has with much fanfare established a special complaint cell for Overseas Pakistanis. On the web the Punjab Government claims the received complaint is immediately attended to by a Dy. Secretary of A&G Department. At least I have not seen anyone receiving ever a response. I sent my complaint continuously for three years never ever to get a response.
In Sindh Governor House an On Line Complaint Cell long was established. Its only work perhaps is to receive complaints and without reading file those. Perhaps staff of this complaint cell only comes on ever first to fetch the salary and that day file all complained received. In 2005 I filed my complaint with this Sindh Governor On Line Complaint Cell vide receipt No. PRB-2652-05. Another one was filed vide No. PRB-3022-06. In these two years never ever to get any further response. If from a so called Hot Line or On Line complaint cell that too of a Governorâs Complaint Cell a reply in years does not come then if someone claims having enforced good governance needs his skull to be examined.
Now that higher judiciary has started marching towards protection of citizens rights why should all these so called complaint cells, hotline complaints, different types of ombudsman systems etc not be closed down and all the budget thus saved be diverted towards the SCâs Public Interest Litigation Section which can in a much better way with this money ensure justice in matters of collective interest of the community.
