I have attained OBU's degree after B.Com. which is considered equal to A-Level by UK-Naric and ACCA also consider them equal but i am unsure about HEC.
Will my education be considered as equal to 16 years or not?

No.HEC only consider Bsc(OBU) as 16 years education if done after A LEVELS.Even if someone get this degree after American garde 12 , it would still be 15 years education.
HEC say that Bcom(14 years) and Bsc(OBU)(15 years) both r Bachelors degreers.They consider it as parallel education.If someone completes 2 years Bcom and 2 years BA then his education remains as 14(not as 16 years) years because being parallel.
And as far as Uk naric is ,they don't consider Pakistani Bachelors as equivalent to A LEVEL.Uk Naric has authority to assess qualification only upto grade 12(Bachelor degrees from outside Uk r compared with Their Bachelors, although a 2 years fail to get equivalence to their 3 years).Pakistani Fsc is not considered equal to A LEVELS.For this reason any superior qualification(such as bachelors) is required by ACCA.
