nothing can gurantee anything even if you have a PHD under your belt. it is like your 3 hour exam where examiner doesn't know how much you studied for that paper, all that matters is what you put on paper in those 3 hours, likewise, it is how you carry yourself during the interview matters the most.
yes you can say in such RARE cases interviewers' judgement can be the decisive element. even if he/she asks for your exam marks it doesn't really explain much about your abilities.

my friend nothing comes cheaply in this world, i was an exception as they had a proof that they sent some kind of form to me and i had a proof that i never received it. later we both agreed that it was lost in the post and they allowed me to submit my project but unfortunately by then i got myself over-occupied with other things. other than that i dont think they cause any trouble.
