Is it possible to attempt 100 marks full in a theoratical paper like "Economics"?

Secondly,

Is it possible that a student attempting 75% of paper whether theoratical or numerical and his/her written material is 75% to the point and according to requirement of the questions asked i.e. relevant can pass the paper in "C" grade in ICAP?
