FBR HAS FAILED TO TARGET NEW TAX PAYERS IN TAX NET, THE PEOPLE WHO ARE ALREADY PAYING TAXES, GOVERNMENT PLEASED TO BURDENING THEM MORE.

Document no. means Sales Invoice no. It does not mean total number of invoices.
