Yes, I guess, this has been originally written by an Indian (such stuff on internet mostly comes form Indians).
A major part of it (not all) matches with my experience of living in KSA.
Yellow for North Indians seems true as they are the one who more resemble us (as compared to those who hail from South)
Another point which I wud like to add is traffic signals are given more respect in Gulf as compared to Lahore.
