help needed for ADMIN REVIEW

Well Guys!
Although I have passed all my exams but something horribly went wrong with my brother.
He appeared for T6 and T9.Although he managed to pass T6 securing 81 marks but he could score only 39 in T9.
sO HE failed by just a single mark.
He is currently preparing for T7,T5,and T10 for december attempt.
I just need your help that whether he should apply for ADMINISTRATIVE REVIEW or not.He says he had attempted all the questions and says attempt was GOOD. I dont know what went wrong.
Can u guys please tell me what sort of review is this and that whether we should go for it or not?.

yar i have no idea about it u should contact to acca office kaRACHI IF U R IN KARACHI but one thing i want to say that acca checkers r good they r not like pakistani checkers if u brother did right they will not able to cut single mark
