Dear Ali, sorry for the late response.
Ali,u say that icap dont want to be predictable.but first of all we should define what is predictability in papers.
In my view predictability means setting same pattern of the paper in every attempt.e.g,in papers like F.a,B.a,etc we know what questions will come from which topic,no of questions we are required to attempt, marks of each question, repition of same questions after a lapse of two or three years etc.
Now,talking about icap inconsistency,i believe that a paper should be average.it should be neither difficult nor easy to attempt.if paper of one attempt is easy and the paper of next attempt is very difficult,it means that students who are appearing in the first attempt of an easy paper will definitely get an unfair advantage.Ultimately the level of knowledge of all those students who have passed a particular paper of icap will not be the same.
Take an example of IT paper of this attempt.First attempted students have definitely obtained an unfair advantage.u tell me what is the fault of those who are repeaters in IT.Forget about me,i know some students who have passed all the other papers in first attempt and have been stuck in IT for more than two years.what is their fault.i guess having bad fate like me.
Setting an average paper doesnot mean that u are predictable.because u are not sure which topics will be tested, how many question will be there,no repition of questions etc all these things are non existence in icap paper. But by setting a same level of paper every time atleast u are doing justice with every student.
Due to these reasons i believe icap is not the best.Luck plays an important role in icap and u dont know when luck is going to favour u.
