It's really a gud topic and discussion. I appreciate what Cool Lioness has analysed.
Basant is not bad in its basic idea. It is the start of spring and was not only celebrated in india by hindus. Rather the commencement of spring is being celebrated in different ways since the inception of the written history by different nations.
Now if we talk about the kite flying and make it specific to hindus, it would again be one sided picture. In so many countries kite flying is celebrated as a festival. I think so many of us would be aware if see the news channels an other informative tv channels.
However, this is an other issue that we are basically illiterate nation and whatever we do, we put in some thing odd and illiterate. We definitely don't celebrate this kite flying as the other civilized nations do.
Further to above, Gull was analysing the most noble usage of money and resources by Pakistanis. I don't principally dis-agree to Gull but the thing which Gull was trying to point out can never be adopted and implemented in entirety. Just leave the Basant and see what we do on other occussions. We lavishly expense out at weddings, Eids, festivals, celebrations, so-called new year nights, and many more occusions. Our general lives show a picture of competition and race of getting richer and richer.
Things sound good but practically these have to remain more than impossible for ever. The person who lives in a Bangulow of 8 Kanals (4000-5000 Yards) will never consent to cut his residential facilities down to 10 Marlas (250-300 yards) to provide living space to poors who cannot affoard such residences. The guys having mercedez or BMW will never consent to come down to Suzuki Mehran to share the wealth with others.
I don't mean to prolong the issue or to reject the idea of donating for noble purposes. I am in fact only saying that even if some one do these noble things, he/she normally do not discontinue the leisure and priorities which he/she has settled down for his/her life.
Therefore, barring the Basant just for this sake would not work. People may utter out YES YES but no body would do what an ideal system could expect. I once said on this forum (not agreed by some fellows) that it is gud to idealise the things but idealism cannot be achieved in entirety.
If we see, we must know that this is the law of God.
We should behave well. We should manage the things to avoid casualities. We should remain within moral boundries. There may be some legal boundries and framework for celebrating anything including but not limited to Kite flying.
Nothing else could be done. Capping something would not be gud in my view, specially for a nation which is already capped on so much and as such has been made almost handicapped.
